Illinois court throws out ticket because recipient is not a resident. This kind of stuff really pisses me off. It's like saying "I don't live here, your laws don't apply to me". Bad, bad, bad news. So, if we apply this general idea, if someone comes over from, say, Afghanistan, and, say, orders his underlings to crash a plane into a building, he can get off the hook by saying that he is not from here? WHAT? I don't think so.
